1910 is legal in pretty much every ruleset except Age of Sail.

I found them online pretty easily. Looks like a fairly challenging build if its in 1/144.

Aren't they around 1,100 tons displacement? Circa 3 lbs?

I like this little destroyer. I found plans online, copied, enlarged, and adjusted them. I think it would make a great 1/144 ship. One rudder, one powered prop, should be able add 3/8" or so to depth of hull and stay within limits. I built a 5lb Capitani Romani with almost 1lb to spare. It has two motors and torp setup for "Big Gun".
EDIT: I believe the weight is going to be about 1lb built with scale draft. About 3 lbs at 1/96 scale.

Doable but tricky. Would at most mount a single-shot spurt gun from an accumulator. Sounds like something I would do to prove I could. :)

If you do it, Ben, check the Orfey builds in the build forum. If you have questions, I'd be happy to help. But it WILL be tricky :) If you'd like to do a Russian cruiser instead (a bit easier but still small and cool), I have free plans I can email you.

I have plans for Novik 1911, probably same ship with a few minor mods.

She actually weighs a hair more (2.56# max model weight in MWC), and has 3 shafts vice 2, which makes her better for our purposes, since you can just drive the center shaft and have two drag props! :)

I can't remember where I saw the plans, but it was from one of the Polish Plans services for model makers (not profile morskie).
