Have you tried running the 280-size pump straight from a battery to see if it's the motor? If the battle switch works fine on the bigger pump, that'd be my next thing to check.

Bad brushes on the 280 motor or bad wire on the 280 motor?

The 280 motor that came on a mini pump I got had squirrely-weak terminals to connect wires to, wound up replacing it.

the 280 works fine on the battery. can it be pulling more than 10a.
    can a 280 pull more amps than a 550

Not under similar conditions... if the 550 is running fine with the pump in the water, a 280 running with a pump in the water will be drawing less amps (at the same volts). Should draw WAAAY less.

Is the problem with the motor cutting in and out, or with pump output? My micro pump had issues with the impeller not staying locked onto the motor shaft. Motor ran but impeller didn't.

Have you measured the current draw for each?

somewhat destructive way to test current draw: grab a couple cheap blade fuses at various ratings and put them inline, keep stepping down until you blow one. hardly an ideal way to test things but would give you a rough estimate of the draw

This might be slightly offtopic, but since the matter as resolved I hope You will forgive me. :whistling:
You may not have the tools to measure current, but it is possible to make such a tool for a few dollars.
Its called a current shunt and can be made from a piece of wire and a cheap voltage meter able to measure milivolts.
try google for "cheap homemade current shunt"-
